Most likely you have a Firewall configured for an external interface on the server. To allow connection to port 22 on Ubuntu (in many versions), just run the commands:

$ sudo ufw allow 22
$ sudo ufw enable

2. Go to the server management console from a browser, check the ranges of IP addresses from which access to the server is allowed. – web virtual server management console, as I understand it, there is no (and the fact that Apache2 is installed on Ubuntu is very good – It works!)
3. If there is no web console – contact the provider from which the server was purchased and find out how they connect there themselves, whether SSH is up, and from which IP addresses the SSH connection is available (maybe something else must be specified in the settings, actually, for SSH you need not only a login-password, but also a couple of .pem keys – one you have – one on the server). Checked – SSH is up, and .pem keys are not needed, because there is a connection from another device without them. It remains to check the ranges of IP addresses from which SSH connection is available. You can configure them, for example, from the same phone.
