• F12 → keyboard shortcut Ctrl + Shift + M .

• F12 → second from the top left panel button (Toggle Device Mode):

To also enable the display of the lines bounding an element on this ruler, enable the “Show Rulers” option. Click F12 → F12 and check the box General → Elements → Show Rulers:

You may not enable “Device Mode”, then pixel rulers will appear only when you inspect an element.
